Moffatt & Nichol, Jasper Ocean Terminal Port

Moffatt & Nichol has begun Program Management services on the initial development stages of planning for the Jasper Ocean Terminal proposed to be located on the Savannah River. The project is a cooperative development between the states of Georgia and South Carolina.

Program Management services started in January 2009, with initial efforts focused on a two-year schedule of completing the preliminary terminal planning, preparing for the overall permitting process for the development and completion of documents to support design and construction of the terminal elements.

Early progress has been made with the completion of economic analyses efforts related to container forecasts, commencing surveying activities, securing aerial photographs of the study area, and preparing for the start of scientific studies and environmental services to support the permitting process.

The first two years of the Program Management services will involve a variety of different services provided by Moffatt & Nichol including studies related to dredged material management, economic and market analyses, preliminary terminal planning and infrastructure planning for transportation links (road and rail) and utilities.

In tandem with the goals outlined by the Jasper Ocean Terminal Joint Project Office, the company is initially focusing on required feasibility studies to support the release of existing U.S. Army Corps of Engineers easements related to dredging of the harbor.

Moffatt & Nichol will also continue to advance the overall development schedule and budget requirements for the creation of the terminal. It is estimated that the first phase of the deepwater terminal and supporting infrastructure could be in operation as early as 2019 to 2021.

In July 2008, the Georgia Port Authority and the South Carolina State Port Authority jointly acquired 1,518 acres of land from The Georgia Department of Transportation for the development of the terminal in Jasper County, South Carolina.
