Fleet Emission Credit Applications Available

Monday, November 02, 2009
Application forms for fleet emission credits (FEC) as well as a status of the terminal plan submittals are now available on ARB’s Shore Power website.  FEC are only applicable toward compliance with the At-Berth Regulation where fleet operators have chosen the Equivalent Emission Reduction Option—fleets that have chosen the Reduced Onboard Power Generation Option cannot apply for or use FEC.

These forms are applicable to two types of emission reductions: 1) Use of either low sulfur marine gas oil or low sulfur marine distillate oil in auxiliary engines while the ship is docked at a California port prior to January 1, 2007; and 2) use of grid-based shore power at a California port prior to January 1, 2010.  The application package includes instructions, application forms based in excel and a confidential form.

These forms are intended for application for early reductions. That is, reductions that occurred prior to the first milestone in the regulation, which is applicable on or after January 1, 2010. Additional application forms will be made available at a later date for reductions that occur after January 1, 2010.

Other types of emission reductions may also be eligible for FEC.

Please contact Grant Chin at gchin@arb.ca.gov or at 916-327-5602 regarding the eligibility of an emission reduction for FEC that are not considered in the above forms or if you have questions related to the FEC application forms.

The FEC application forms and terminal plan submittal status can be found at: www.arb.ca.gov/ports/shorepower/shorepower.htm
